From 9-14 August 2025, IEEE Region 10 Director, Prof. Takako Hashimoto, conducted an official visit to four IEEE Sections in China: Xi’an, Chengdu, Guangzhou, and Nanjing. The visit was coordinated with the support of Ms. Wen Yan, Project Manager from the IEEE China Office.
The purpose of the visit was to strengthen mutual understanding, exchange perspectives on section operations, and provide updates on IEEE Region 10 initiatives, including the planned Region Realignment in 2028. Each section showcased its unique achievements and challenges, contributing to a rich dialogue on leadership, collaboration, and growth.
Visit to IEEE Xian Section on 10 April 2025
IEEE Xian Section organized an IEEE Leadership Seminar at the Shangri-La Hotel in Xi’an City. The seminar was hosted by the Section Chair, Prof. Jingdong Chen. The Chair of the Section Advisory Committee, Prof. Jianguo Huang, and other Section volunteer leaders and IEEE members attended the seminar. Mr. Ning Hua, Senior Director of IEEE Asia Pacific Business Operations, delivered remarks during the seminar where he introduced the IEEE global development including China while reviewing the achievements of the Xian Section over the past decade. IEEE R10 Director, Prof. Takako Hashimoto gave a speech to introduce her research work and provided insights into IEEE Region 10 along with information regarding region realignment in 2028.
Additionally, IEEE Hong Kong Section Chair, Prof. Ray C.C. Cheung shared his recent research on Secure RISC-V at CityUHK and shared his experiences as an IEEE volunteer leader. Both Prof. Hashimoto and Prof. Cheung addressed questions from attendees concerning region realignment and various research topics raised during discussions. Leaders from Northwestern Polytechnical University and volunteers from IEEE Hong Kong Section also participated in the seminar.
Visit to IEEE Chengdu Section
IEEE Chengdu Section hosted a session at CHASPARK that included participation from the Section’s leadership team: the Chair Prof. Ce Zhu, the Secretary Prof. Guang Wu, the Treasurer Associate Prof. Wenyi Wang, leaders from local chapters. Prof. Yiyan Wu, who is an IEEE Life Fellow and serves as the Editor-in-Chief of the IEEE Transactions on Broadcasting was also invited to the session. Prof. Ce Zhu commenced by outlining development of the Chengdu Section, and Mr. Ning Hua introducd the recent advancements made globally by IEEE as well as those specific to China. Following this introduction, IEEE R10 Director, Prof. Takako Hashimoto proceeded with her presentation about IEEE Region 10 and the upcoming region realignment set for implementation in 2028. Prof. Hashimoto and Mr. Hua subsequently answered questions raised by the volunteers regarding section operation matters pertinent specifically towards sections’ management practices and reimbursement policies associated with expenses incurred through their activities.
Visit to IEEE Guangzhou Section
IEEE Guangzhou Section organized a session at the Aloft Hotel in Guangzhou University Park. The event was attended by Section Chair, Prof. Derong Liu, Section Secretary/ Treasurer, Associate Prof. Xiaomin Hu, volunteer leaders from the local chapters and industry representatives. Prof. Derong Liu provided an overview of the development and achievement of IEEE Guangzhou Section, while R10 Director, Prof. Takako Hashimoto provided an overview of IEEE Region 10 and the region realignment in 2028. She addressed various questions posed by attendees regarding the chapter petitions, geographical division of sections, connections with student members and Young Professionals (YP), as well as industry engagement. Additionally, she shared her experiences in becoming a regional leader within IEEE.
Visit to IEEE Nanjing Section
IEEE Nanjing Section hosted a group discussion session at the Jingling Hotel in Nanjing City. Volunteer leaders from local chapters and Student Branch Chapters, along with students from Southeast University participated in this discussion. R10 Director, Prof. Takako Hashimoto introduced IEEE Region 10 and elaborated on the upcoming regions realignment in 2028. Ms. Wen Yan, Project Manager from IEEE China Office, provided an update on recent developments within IEEE both globally and in China and the growth trajectory and achievement of IEEE Nanjing Section over the last 10 years. The volunteer leaders presented an overview of the status of IEEE Nanjing Section and highlighted recent activities undertaken by their respective chapters. The attendees would help to remind the section chair to update the section officer report in IEEE vTools. Prof. Hashimoto also responded to inquiries raised by volunteers concerning region realignment and chapter operations.
Closing Note
These visits to the IEEE China Sections underscored the essential role of regional engagement and constructive dialogue in shaping a cohesive IEEE community. At every stop, dedicated volunteers showcased their commitment to IEEE’s mission, actively contributing to both regional development and the global technical ecosystem.
Building on this momentum, additional engagement with other China Sections is envisioned, reaffirming Region 10’s commitment to inclusive dialogue and sustainable collaboration across the region.
