The 5th IEEE Region 10 Section and Chapter Symposium (R10 SCCS) – North Asia Edition was successfully held on 28 September 2025, as part of the IEEE R10 Humanitarian Technology Conference (HTC 2025) hosted by Chiba University of Commerce (CUC) in Japan.

The symposium brought together IEEE leaders, Section Chairs, Chapter representatives, and volunteers from across Japan, Korea, Macau, and Taiwan, reinforcing Region 10’s commitment to connectivity and collaborative leadership.

Team Building and Orientation

The day began with registration and an engaging team-building activity facilitated by the R10 SCC Team, aimed at fostering connections among delegates. This interactive exercise highlighted the shared purpose of IEEE volunteers in advancing technology for humanity across diverse communities.

Session Highlights

Role of R10 SCC and Overview

Prof. Jennifer Dela Cruz, R10 SCC Lead, opened the session by outlining the Committee’s mission — to empower Section and Chapter leaders through shared resources, standardized best practices, and leadership training. She emphasized sustaining volunteer vitality and aligning Society and Section activities for greater impact.

The New R10: Strategic Vision for Growth

Prof. Takako Hashimoto, IEEE R10 Director, shared her strategic vision for “The New R10,” focusing on inclusivity, innovation, and regional synergy. She discussed the rationale behind the North Asia and South Asia subregional framework, designed to enhance responsiveness and localized engagement.

Best Practices for the New R10

Prof. Akinori Nishihara, IEEE R10 Past Director, shared proven models of Section success, emphasizing university-industry partnerships, student and YP engagement, and evidence-based planning. His insights illustrated how continuous learning and mentorship strengthen Section performance.

Intensifying the New R10

Prof. Kukjin Chun, IEEE R10 Past Director, highlighted strategies to “intensify” collaboration within the region. He urged leaders to enhance IEEE’s global visibility through cross-border projects, Society-driven initiatives, and stronger industry-academic integration.

Interactive Forum and Afternoon Sessions

A dynamic open forum followed, featuring Profs. Hashimoto, Nishihara, and Chun, who addressed questions on volunteer motivation, funding mechanisms, and balancing technical and humanitarian activities.

The discussion demonstrated strong alignment among North Asia leaders toward a shared regional roadmap. The session is also fortunate to have the presence of IEEE President, Mary Ellen Randall.

After the tea break, Ms. Yuji Nozoe, Director of IEEE Japan, presented “Connecting and Supporting the R10 Sections and Societies.” She showcased operational support models, digital communication tools, and engagement strategies to strengthen coordination among local IEEE units.

R10 Awards and Membership Development

Prof. Chris Lee, R10 Awards Chair, discussed “R10 Awards and Best Practices,” emphasizing the importance of recognizing volunteers and encouraging broader participation in award programs.

Prof. Jingdong Chen, R10 Membership Development Chair for North Asia, concluded with “Membership Development for the New R10.” He presented data-driven strategies for retaining members, engaging students and industry, and growing professional chapters, offering practical steps for sustainable development.

Closing and Fellowship Dinner

The symposium concluded with group reflections and a photo opportunity led by the R10 SCC Team, celebrating a day of collaboration and insight. Participants then gathered for a fellowship dinner at Ichikawa Oidon in Chiba, deepening connections in a relaxed setting.
